The Project

Irwell Valley Developments Ltd, (The Employer) required the design, construction, completion and defects rectification of 18Nr houses and all associated external works, drainage and incoming services at land off Mossfield Road, Swinton. The site was former greenfield land with overgrown shrubbery bordering green belt land, residential houses and Wardley C of E Primary School. The project is for affordable rent, delivering much needed housing to Swinton.

Neo role

Neo Projects undertook the role of Employer’s Agent on behalf of Irwell Valley Developments Ltd for this development under a JCT Design and Build 2016 form of contract with standard Amendments.

The scheme is 100% affordable housing comprising affordable rent houses. The surrounding area is predominantly residential in character, with community uses nearby, creating a suitable environment for family housing.
The scheme has been carefully designed to prioritise high-quality family homes, each benefiting from private rear gardens that provide safe and usable outdoor space. A new internal road layout has been created to ensure a safe and accessible environment for residents, particularly for families and children. Alongside this, the homes incorporate high levels of energy efficiency, helping to reduce household running costs while supporting long-term affordability.

Partners on the project included Winworth Construction Ltd as Principal Contractor, RJD Associates acting as Principal Designer and DK Architects as Architect. Neo played a key role in administering the building contract, certifying payments, and ensuring compliance with contractual obligations throughout the project. This included monitoring progress against the programme, managing risk, and overseeing quality to ensure the works met the required standards. The scheme was successfully completed and handed over to Irwell Valley Developments Ltd in February 2026.
