Muir Group Housing Association

The Project

Muir Group Housing Association (the Employer) procured the design, construction, and acquisition of 27 new homes as part of a developer-led residential scheme at Mill Lane, Warrington. The development comprises a mix of 2- and 3-bedroom houses, including both affordable rent and shared ownership tenures. External works include access roads, drainage infrastructure, landscaping, and communal amenity spaces, creating a well-integrated and accessible residential environment on previously undeveloped land.

Neo role

Neo Projects undertook the role of Employer’s Agent on behalf of Muir Group Housing Association for this development under a JCT Design and Build 2016 form of contract with JV North Contract Amendments.

The scheme delivers 100% affordable housing and includes a balanced mix of semi-detached houses and three-storey townhouses. Each property benefits from private rear gardens and dedicated car parking, with electric vehicle charging provision to support sustainability objectives.

Our involvement commenced at the initial land acquisition stage, where we played a key role in ensuring the Employer’s requirements were fully captured and embedded within the design. We provided ongoing commercial and technical oversight throughout the project, maintaining alignment with budget, programme, and quality expectations.

Neo coordinated with the wider project team, including Arcus Consulting as Principal Designer, to manage risk, ensure compliance, and support successful delivery. The scheme was successfully completed and handed over in September 2025. It provides high-quality, energy-efficient affordable homes that respond to local demand, while delivering strong value for money for the client.
