Wigan Council, (The Employer) required the design, construction, completion and defects rectification of 4 Nr cottage style Apartments and all associated external works and services at the land off Heysham Road, Orrell, Wigan. The site neighbours residential dwellings. The scheme is intended to cater as accommodation for the former homeless.
Neo Projects undertook the role of Employer’s Agent on behalf of Wigan Council for this development under a JCT Design and Build 2016 form of contract with standard Amendments.
The scheme was 100% affordable housing comprising of affordable rent apartments. The site comprises of amenity green space with a young tree located in the centre. There is a large open amenity space to the North of the site in which the site was only used as an access route. The site is surrounded by two storey homes and some bungalows which sit to the North West of the site. The development is located in an area with good local transport and connections to local areas and places further afield such as Southport and Liverpool. The scheme has been designed with sustainability in mind providing high levels of energy efficiency to minimise energy costs for the residents and reduce fuel poverty.
Partners on the project include RJD Associates acting as Principal Designer and John McCall Architects acting as Building Regulations Principal Designer. Neo played a key role in advancing the design development process, successfully realising the client’s design ambitions while staying within budget. They have also taken a firm yet balanced approach in negotiating contractual terms and finalising contract details, enabling the project to move forward in line with the client’s full requirements. The scheme is now complete and was handed over to Wigan Council in April 2026.
