Wigan Council, (The Employer) required the design, construction, completion and defects rectification of 47 Nr houses, bungalows and apartments and all associated external works and at Vaughan Street, Oldham. The scheme is intended to cater for residents of all ages.
Neo Projects undertook the role of Employer’s Agent on behalf of Wigan Council for this development under a JCT Design and Build 2016 form of contract with Amendments.
The scheme was 100% affordable housing comprising of affordable rent. The development offered a range of homes to meet community needs. There is a combination of 1, 2 and 3 bed bungalows and 2, 3 and 4 bed houses, and one bed walk up apartments, in a combination of detached, semi-detached and terraced blocks. The development was designed in accordance with Passivhaus Standard principles, targeting high levels of energy efficiency, airtightness, and thermal performance to reduce operational energy demand. The development has been designed to be sensitive to the surrounding houses that bound the site and minimum overlooking distances have been observed around the site.
Partners on the project included RJD Associates acting as Principal Designer. Neo added value by managing the tender process to secure a compliant and commercially competitive contractor, while ensuring the Employer’s design and specification requirements, particularly the targeted specification enhancements to selected homes, were delivered. The scheme was completed and handed over to the Employer in February 2025.
