Great Places Housing Association (the Employer) procured the design and construction of 98 new affordable homes at Dowry Street, Maple Mill, Oldham. The scheme comprises a mix of traditionally constructed houses and apartments, delivered as 100% affordable rent, together with all associated external works, drainage infrastructure, incoming services, site clearance and remediation works. The scheme was secured through the Homes England Strategic Plan funding programme and was delivered in four sectional completions across the construction period.
Neo Projects Limited was appointed to act as Employer’s Agent on behalf of Great Places Housing Association, providing full pre and post contract services under a JCT Design and Build 2016 form of contract with ICN Framework–based amendments.
The development was brought forward as a land and build package by MCI Developments Limited, with Great Places purchasing the site separately prior to entering into a JCT Design and Build 2016 contract for the construction works. The site presented a number of technical challenges, including identified contamination, demolition works, abnormal ground conditions, gas protection measures and complex drainage requirements, all of which were successfully addressed through detailed design development and commercial negotiation prior to contract execution. Whilst under contract, Neo closely monitored progression and provided technical oversight throughout the project ensuring budget was aligned, along with programme and quality expectations.
Partners on the project included RJD Associates acting as the Principal Designer for the scheme and MCI Developments Limited acting as the Principal Contractor and Architect.
The scheme was completed and handed over to the Employer in March 2025.
