Palatine Contracts Limited (PCL), in partnership with Jigsaw Homes North, procured the design and construction of a large-scale residential development at Bourne Road, Thornton Cleveleys.
The scheme comprises 210 traditionally constructed homes, including a mix of houses and apartments, delivering a combination of Affordable Rent and Rent to Buy tenures. The development is designed to meet significant local housing demand while creating a sustainable and well-balanced community.
Neo Projects acted as Employer’s Agent on behalf of Palatine Contracts Limited, providing strategic, commercial, and technical oversight from early procurement through to contract execution.
We led the negotiation and refinement of the contractor’s tender, undertaking detailed analysis of the Contract Sum, abnormal costs, and specification to ensure alignment with the Employer’s requirements and funding obligations. This included benchmarking against live market data to validate value for money and support informed decision-making.
Working closely with RJD Associates acting as the Principal Designer and the wider consultant team, we ensured compliance with planning, statutory, and CDM requirements, while maintaining a strong focus on deliverability, programme, and quality outcome.
Through robust procurement, effective cost management, and proactive risk mitigation, the project achieved a strong balance between quality, affordability, and programme certainty. The scheme was successfully completed and handed over to the client in March 2025.
For a development of this scale and complexity, the project was delivered with minimal issues and achieved Practical Completion approximately one year ahead of the original programme, demonstrating the effectiveness of the delivery strategy and project team collaboration.
